Shipments rarely stall because of shipping. They stall on a classification nobody agreed, a letter of credit that has to be amended, a certificate that travelled separately, and a warranty clock that started at the factory gate.
Ask a university store officer why the analyser is three months late and the answer is usually shipping. It almost never is. Sea freight to Chattogram is a known quantity and suppliers plan for it. The delay is nearly always in one of four places, and all four are decided before the goods leave the factory.
The tariff heading applied to a scientific instrument decides its duty treatment and whether a concession available to an educational or research institution can be claimed against it. Two people can look at the same instrument and reach different headings, particularly where it combines a measuring function with a process function, or arrives as a system of several components.
The failure mode is simple. The supplier declares one heading on the invoice, the assessing officer takes a different view, and the consignment sits pending assessment while charges accrue. Nothing is wrong with the goods. The paperwork simply does not agree with itself.
Fix it before the order. Agree the heading between the supplier, your clearing agent and, where a concession is claimed, the institution's finance office, and get the concession application moving on the proforma invoice rather than waiting for the bill of lading. That process runs on its own timetable and does not accelerate because a container has arrived.
Two categories need checking early. Anything with a radioactive source, or generating ionising radiation, needs the regulatory authority's licence in hand before shipment. Anything with a radio transmitter, now a surprising number of instruments, can attract its own clearance.
Every amendment to a letter of credit is a cycle through two banks, measured in days at best. Four causes account for most of them.
Payment route matters too, and the rules on advance remittance without a credit change over time. Confirm the current position with your own bank before promising a supplier a direct transfer. And where the contract or a funding agency requires a pre-shipment inspection, book it as soon as the production date is known: the report usually becomes a required document under the credit, so a late one holds the documents even after the goods have arrived.
Three things routinely travel separately from the equipment, and each has left a laboratory sitting on an uncommissioned instrument.
Calibration and test certificates, often issued after the factory acceptance test and sent by email or courier. Ask for them at dispatch, and watch the dates: a certificate issued three months before commissioning has already spent a quarter of its interval in a crate. What it must contain is in calibration and traceability.
Software licences and dongles, often shipped separately for customs reasons and occasionally issued against a machine identifier that only exists after installation. Establish at order stage how the licence arrives and whether it is tied to hardware.
Gases, solvents and hazardous consumables that cannot travel with the instrument at all. If the commissioning engineer needs a calibration gas on day one, it has to be here already, and finding that out on the day turns one visit into two.
Read the warranty clause for its start date rather than its length. Many suppliers start the period at dispatch or at invoice date. On a project where the equipment clears customs in six weeks and then waits a semester because the building is not ready, a twelve month warranty can be half spent before anyone switches the instrument on. Negotiate it to run from commissioning, with a stated maximum period from dispatch so the supplier is not exposed indefinitely, and put it in the contract rather than an email.
While you are in that clause, settle two more. Ask for crate dimensions and gross weight at quotation stage and check them against the delivery route, the lift and the laboratory door, because the most expensive delay of all is an instrument that reaches the campus and cannot reach the room. And confirm who pays port storage and container detention if the site is not ready.
